How Much Was TransJordan Worth - and 'Palestine'?

From the protocols of the British Parlimament:
HC Deb 20 February 1945 vol 408 c648W648W

§Colonel [Abraham] Lyons [from Leicester East] asked the Secretary of State for the Colonies what is the total of grants or loans which have been made to the Palestine and Trans Jordan Governments from the various Colonial Development Funds since their inception to 31st December, 1944; and whether he has under consideration any schemes, over the next five years, involving expenditure under the Development and Welfare Act, 1940, for these territories in respect of social and economic progress for the benefit of all races.

§Colonel Stanley
The answer to the first part of the Question is as follows:

Grants made under the Colonial Development Act, 1929.

Grants made under the Colonial Development and Welfare Act, 1940.

Trans Jordan:

Under the Colonial Development Act, 1929.
Grants   £114,100
Loans    £ 13,000

Under the Act of 1940.
Grants   £20,000     £13,600
Loans    £134,100   £26,600

Why did TransJordan get twice the amount the Palestine Mandate received?
