Really, Mr. President?

Not really.

Jews at the Temple Mount are restricted, their rights sacrificed for the benefit of Israel's relations with Jordan:

All have to do with Israel's strategic interest in, and long-standing commitment to, the safety, security, stability and prosperity of the Hashemite Kingdom of Jordan.

Among the decisions and actions that fall under this rubric are the understandings reached as to the maintenance of the status quo in the Temple Mount/ Haram al-Sharif compound;

When Attacked, Defend

These names ring a bell, so to say?





They are Jews who not only converted out but then turned on Judaism and Jews in a near rabid attack, misrepresenting Jewish texts to bring about the deaths of Jews and destruction of their culture.  More of them here.

Is it only Jews who have the peculiar habit of not only opting out but then turning on their families, their people, their religion, their culture and their national identity to destroy from the roots?

I've blogged about Judah Leib Magnes asking Secretary of State George Marshall and President Truman to halt monetary contributions to the fledgling state of Israel which would virtually assure an Arab military victory (he thought if Israel couldn't fight then the Arabs would stop, too, and make peace).  I've blogged about Peter Beinart.  And about J Street's Jeremy Ben-Ami, son of the Irgun's Mike.

I am not referring to legitimate criticism of errors and faults and even crimes of individual Jews and the state's apparatus which need be highlighted and corrected but to a certain strain an antipathy which rejects or leads to the fundamental undermining of Zionism in the activities of persons and groups.

The dangers that were launched against Jews centuries ago by turncoats are perhaps different but the theme is still the same: 'we're not just leaving but we are coming back to get you'.

In that scenario, Israel, Zionism and Judaism need defend themselves.

A Ben-Gurion Academic on the Muribatat

On November 18, I attended a conference sponsored by Search for Common Ground's (SFCG) Jerusalem office at the Konrad Adenauer Conference Centre.  Entitled "Addressing Interreligious Tensions: Holy Sites in the Holy Land", funding was also provided by the Norwegian Foreign Ministry. 

The conference took place within the framework of a pilot being implemented "in the Holy Land" (sic) to gauge the practical effectiveness of a Universal Code of Conduct on Holy Sites. This code of theirs 

endeavors to safeguard holy places and promote interreligious reconciliation worldwide by demonstrating that dialogue between relevant religious and governmental bodies leading to common action is a significant tool for building relationships and reducing tensions around holy places.

At the conference, Salwa Alenalt, a PhD candidate in the Middle East Department in Ben Gurion University, provided 


insights into the Islamic concept of ribat, which refers to pious behavior and the call to Muslims to protect Islamic holy sites.

and earlier, she was quoted in the media, saying


“The members of the Murabitat see coming to al-Aqsa, and studying there as a religious duty and experience, They are not willing to give up this experience.”

If only that was their purpose. 

The groups of men and women, murabitun and murabatat, are quite a recent phenomenon, perhaps four years old at the most (although I did find similar behavior in 1911!).  They at first sat around in study circles, then they moved to sit in the pathway of the Jews walking about the Temple Mount courtyard, forcing a detour.  After that, they started yelling and finally, the pushing, shoving, screaming, spitting and hitting.  They are paid to do that, from the coffers of the Islamic Movement-North.

They are provocateurs.  Instigators of violence.  Nothing is being done to the area than what other non-Jewish tourists are doing.  The police are very stringent and restrictive.

And as I pointed out to Ms. Alenalt, as I have already blogged, the Jews demand no less than what Muslims themselves request at such a site as the Cordoba Cathedral.

But at this public human rights program, that went unmentioned by the "scholar" from Ben-Gurion University, an objective and neutral academic.

The criticism of the Jewish wedding with guns and knives held aloft, including, allegedly a picture of the baby murdered at Duma being pierced, drew deserved condemnations.

But off in America, in Chicago, where there is a sizeable landsmannschaft of Turmos Ayya families. dancing with swords is regular.

An Ouch of Alleged Prevention

The Islamic Waqf in Jerusalem has announced that Israel, allegedly, is preventing the implementation of over 20 projects of renovations of various structures that have supposedly "collapsed" inside the Haram A-Sharif courtyards which the Waqf insists is the all-inclusive Al-Aqsa Mosque.

Authorities were accused of refusing to permit entry of restoration, reconstruction and maintenance materials for the implementation of projects.  There has been a hindrance. 

Among these stalled projects are 

amortization and lighting project, warning, ventilation, paving squares, and restoration of the door of mercy and other projects 

Moreover.

The Israeli occupation forces continue to allow the settlers to break into the Al-Aqsa courtyards under its protection in a move that desecrates the mosque and splits it in time and space.

One project that is very overdue and being prevented, this time by the Waqf is the reconstruction of the Temple.

A Geography Nomenclature Lesson

First read this (h/t EOZ):

"We understood the place names Judean Desert and Samaria were not currently legally recognised"

Is that a sensible declaration? Is the British government of a EU body competent to recognize such?

Then ask yourselves why then is it not legal when even the UN employed those terms in 1947:

The boundary of the hill country of Samaria and Judea starts on the Jordan River at the Wadi Malih south-east of Beisan and runs due west to meet the Beisan-Jericho road and then follows the western side of that road in a north-westerly direction to the junction of the boundaries of the Sub-Districts of Beisan, Nablus, and Jenin. From that point it follows the Nablus-Jenin sub-District boundary westwards for a distance of about three kilometres and then turns north-westwards, passing to the east of the built-up areas of the villages of Jalbun and Faqqu'a, to the boundary of the Sub-Districts of Jenin and Beisan at a point northeast of Nuris. Thence it proceeds first northwestwards to a point due north of the built-up area of Zie'in and then westwards to the Afula-Jenin railway, thence north-westwards along the District boundary line to the point of intersection on the Hejaz railway. From here the boundary runs southwestwards, including the built-up area and some of the land of the village of Kh. Lid in the Arab State to cross the Haifa-Jenin road at a point on the district boundary between Haifa and Samaria west of El- Mansi. It follows this boundary to the southernmost point of the village of El-Buteimat. From here it follows the northern and eastern boundaries of the village of Ar'ara rejoining the Haifa-Samaria district boundary at Wadi 'Ara, and thence proceeding south-south-westwards in an approximately straight line joining up with the western boundary of Qaqun to a point east of the railway line on the eastern boundary of Qaqun village.

Jabotinsky Misquotation aka Fabrication

If you click here,  you can read this (and a few other quotations) supposedly from the writings and speeches of Ze'ev Jabotinsky.

Here's one:

"Internationally, we will announce that those Jews who do not remove the rust of the exile from themselves and refuse to shave their beard and sidelocks (payos) will be second class citizens. They will not be given the right to vote." 

That is noted as being found in "Outside the encampment" an article published in Ha'aretz newspaper on October 22, 1919.

But if you search here, you can find the original article:




And, as you probably have guessed or assumed, those words are not in the article.  Even Hebrew-language sites carry the lie (this site deals with the article but without the false words).

A Dumkopf Berkoff Send-Off

What on earth has happened to the Jewish mind?...Something has gone wildly awry.
Berkoff is famous.  And lauded.  But there are who are a bit circumspect.  Drama critic Aleks Sierz describes Berkoff's dramatic style as "In-yer-face theatre":
“The language is usually filthy, characters talk about unmentionable subjects, take their clothes off, have sex, humiliate each another, experience unpleasant emotions, become suddenly violent. At its best, this kind of theatre is so powerful, so visceral, that it forces audiences to react: either they feel like fleeing the building or they are suddenly convinced that it is the best thing they have ever seen
Thus forewarned, his latest screed is on the subject of the Temple Mount which is
…something so utterly trivial, so shallow, just to fulfil our nostalgic needs. What is most sacred is our freedom and the intelligence and wisdom to respect the rights of others. Enough innocent people have died to perpetuate this sickening myth of the mount's sacredness…
One could ask, if it is trivial, why is it not trivial for the Muslims?  Are only Jews charged with minimalising their religious, national and cultural feelings?
Yet he ratchet ups his rhetoric further:
Who could ever dream that the Jews who have suffered so much, could be so completely insensitive to the spiritual needs of the Palestinians? To be partly responsible for the most pointless bloodshed caused by their utterly bone-headed desire to fulfil their need to shtup themselves into the Al Aqsa mosque area…the gross and selfish need for people to fulfil atavistic desires and push themselves into an area sacred to the Palestinians. Why? Why is there such an important need to step into the place where once the Jewish temple stood? It has gone, gone, over 2,000 years ago. Get over it!
And he wrote that during Channukah, the holiday celebrating the cleansing of the Temple from foreign influences, as a symbol of Jewish liberation against an occupation.  Well, no more latkes for him!
Really, now, how ugly a character can he possess to write that?
The Muslims in Mandate days knew quite well that Jews did not seek to assert themselves on the Temple Mount.  All they wanted was their rights at the Western Wall.  For the 19 years of Jordanian occupation, Israel did not aggressively claim its rights to that Wall.  In 1967, a status quo was adopted - no overt displays of Jewishness during visits (as 'tourists') such as praying, reading from Lamentations or the such and no archaeological excavations to discover the historical truth and to confirm what we Jews assume to know about the location - whereas for the Muslims, that status quo was consistently violated and included destruction of artifacts and other physical, not spiritual, items important for Jews and all mankind.
I presume that means nothing to Berkoff for he seems to prefer the non-Jew's position.  Their feelings are to be honored more as he thinks that will influence the Arab/Muslim (which it hasn't in over 100 years of conflict).
For Berkoff, Netanyahu is a a dumkopf (in 2009, he described Netanyahu and Sharon as “wretched”) and Netanyahu “has no smidgeon of seichel”.
What is his solution? To
leave the Palestinians alone in their own spiritual territory…the only thing they have left is their spiritual rights. That is as important if not more than almost anything else.
Does not his own seichel grasp that the Arabs-who-refer-to-themselves-as-'Palestinians' will never be satisfied with being alone in their own world?  In their current make-believe world, the Temple never existed. Abraham was a Muslim.  Jews have no national rights.  We can be stabbed because we are intending to destroy Al-Aqsa.  Little children, young women and men just get up and select their knife-of-choice and go out to stab a Jew, any Jew (or Arab they think a Jew) or run them over, even the Jew is an infant in a stroller (that's a pram, Mr.Berkoff).
Can logic and rationality work with people like this?
So, what is left for the Jews?  For Berkoff, Tel Aviv is the answer for it is
sanctuary for all Jews who have been abused, no matter where in the world. Should we jeopardise all this for the absurd need to shtup our busy carcasses on to the Temple Mount?
Tel Aviv, indeed, is an amazing accomplishment.  But as has been noted, it can present challenges and did
ta
and still does. Is Berkoff really suggesting Jerusalem be dumped? The city of peace?  To where all the nations will come for "my house is a house of prayer for all peoples". Are we all, in his mind, dumkopfs?
From my understanding, Berkoff is embarrassed by too an overt assertion of Jewishness and he cares deeply for a people that cannot but resort to an evil terrorism as their form of diplomacy no matter how many times Jews yielded up their rights or even surrendered territory. Jews are the cause of the problem.  If he thinks that yielding any right, guaranteed by law, by the way, will placate Arab fanaticism, quiet their anger and convince them that they shouldn't yell at, spit at or kill Jews, he is the dumkopf.

UPDATE

Jordan demands Israel to stop providing cover to Al-Aqsa incursions

Amman, Dec. 16 (Petra) -- The government demanded the Israeli occupation authorities to refrain from facilitating and providing security cover for Jewish incursions to the Al-Aqsa Mosque / the Al-Haram Al-Sharif...Minister of State for Media Affairs, the government's spokesman, Mohammad Al-Momani, expressed Jordan's rejection of the Israeli occupation police allowing extremists to perform Talmudic rituals after storming the Al-Haram al-Sharif; describing such practices as blatant aggression against holy sites and an outright provocation to all Muslims' feelings.

Al-Momani strongly condemned the Israeli police for allowing Jewish extremists to enter the Al-Aqsa Mosque, barefooted, according to Talmudic beliefs, noting that this is a serious indication of the continuous escalation against the holy shrine.

He voiced rejection of the blatant interference by the Israeli police in the work of the Hashemite Committee for Restoration of the Islamic Holy Places in Jerusalem and in the repairing of some damages in the Al-Aqsa Mosque; condemning Israeli police attempts this morning to prevent repairing an urgent malfunction in the water network in the mosque.

The minister said the ongoing Israeli violations against the Al-Aqsa Mosque constitute a gross breach of the peace agreement signed in 1994 between the two countries, the international law and relevant United Nations and the Security Council's resolutions.

He added that these violations are a clear evidence of the Israeli occupation's non-stop attempts to change the status quo at the Islamic holy sites and other locations in occupied East Jerusalem.

Berkorf is defending this inanity?  Worse, he is blaming Israel for their irrationality.

From My Pollard Archives

I finally climbed up to our attic (it's reachable by a collapsible ladder) to see if the files I have there from the period I was the coordinator of the Knesset Lobby on Behalf of Jonathan Pollard.  Those were the years of 1987 - 1996 (or so).

As MK Geula Cohen's parliamentary aide, I made the call to our then UN Ambassador Binyamin Netanyahu to discuss the conditions of his then incarceration.  I carried around the various petitions to be signed (Avrum Burg declined, calling him a 'criminal'), helped compose the motions for the agenda and the parliamentary questions, research legal issues, maintain contact with the family and lawyers and lobby American Jewish groups.  I also visited him twice.  

The first time was in 1990 at Marion, Illinois and again in 1993 at Butner, North Carolina.  By the way, we were not alone as Jay had a special government agent sit in on our conversation in case he might reveal a secret and no Hebrew was permitted to be spoken.

I recently tried to make contact with Jay to urge him to phone through both to Geulah Cohen as well as Edna Solodar.

A Comment on Ron Rosenbaum

 Ron Rosenbaum, in The Tablet, asks a question

Nobody wants to say it aloud. Not even whisper it. The possibility that the state of Israel may not survive...But it’s not an impossibility...is it time to think about the unthinkable?

And answers:


And who to blame? More than anything I’d blame religion. I’d blame the variety of religion that values old stones over living souls, this temple, that mosque. Don’t step here, don’t pray there or we’ll kill you in the name of God...

No one is suggesting Muslims be killed by Jews in the campaign to simply achieve human rights and what is guaranteed by law and in the Jordan-Israel Peace Treaty, and should be championed by all the critics who usually portray themselves as civil libertarians. 

Why cannot persons like Rosenbaum condemn Muslim extremism and irrationality and recognize the justness of such a cause as resetting a status quo that is one-sided and a cause which is pursued by...Muslims in places like Cordoba?

I read web and social media and it’s shocking how liberal Jews (I consider myself one, recall) so quick to righteously protest the sufferings of just about everyone else in the world, rarely have expressed any sorrow for the knifing of Jewish children

But in the circles he inhabits, apparently, this poster applies:




And if Israel is considerably weakened, if these very same Jews think they'll be better off in a Jewish sense, they are very much wrong.

First Attempt to Bypass the Leaders and Directly Address the Masses

The first recorded attempt to speak directly to the masses, bypassing the politicians or heads of state:

The speech delivered by Rabshakeh (2 Kings 18) is divided into two parts. In vv. 19–25, Rabshakeh delivers a message from Sennacherib, “the Great King, King of Assyria,” to Hezekiah (whom he refrains from calling “King of Judah”), the essence of which is that Hezekiah’s confidence in Egypt, in his own strength, and even in Yahweh are unfounded, since it was Yahweh himself who sent Sennacherib to ravage Judah. After hearing this, Hezekiah’s three officials entreat Rabshakeh, “Please speak to your servants in Aramaic, for we understand it; do not speak to us in Yehudit within the hearing of the people who are on the wall” (part 2, vv. 26–35), to which Rabshakeh admits that his words were not really intended for Hezekiah but, rather, precisely for “the people sitting on the wall.” Rabshakeh then turns to the people themselves, loudly and in their own language, imploring them not to believe Hezekiah’s promises that Yahweh will save them, since no other god has ever saved his people from Sennacherib’s might. He advises the people of Jerusalem to surrender and to be deported willingly “to a land like your own land, a land of grain and wine, a land of bread and vineyards, a land of olive oil and honey, that you may live and not die.”

Did Israeli Police Shoot Another Arab Dead?

No.

The police in Pennsylvania did, though:-


A man wielding two handguns was shot and killed at a Walmart in Pennsylvania, authorities said.The man walked into the store in Stroudsburg late Saturday night and started pointing a gun at people, Pennsylvania State Police said.Stroud Area Regional Police were called to the scene. Officers arrived and told the man to drop his gun, but he refused and pointed his weapon at police, authorities said.Officers shot the man in the upper chest area. He was pronounced dead at a local hospital.

And he hadn't yet used it, either.

Throwing a Projectile is Shootable

Arabs-who-refer-to-themselves-as-'Palestinians' complain bitterly that their so-called non-violent resistance of throwing stones should not be punished in a possible lethal way, as if their stones cannot maim, injure, cause a car to crash and ultimately, kill those targeted.

Well, from America comes the answer:

ANDERSON, S.C. (AP) — Authorities say a man was shot by a deputy in South Carolina after he threatened to throw a brick.

Anderson County Sheriff spokeswoman Lt. Sheila Cole told news outlets that deputies were called to a home in Anderson because a son was attacking his father.

Cole says when deputies arrived around 9 p.m. Thursday, the son came out from behind cars holding a brick.

Sheriff John Skipper says the man was shot in the shoulder when he pulled his arm back with the brick.


Well, that's the standard then.

He didn't even get to throw it before being shot.  The threat of danger was sufficient.

K'ab Al-Ahbar


K'ab Al-Ahbar.  Ka'b. Ka'ab.

He converted to Islam.

But he was originally Jewish.

Yakub ben Shallum was a scholar, and he was educated in Pumbedita. He continued to follow Rabbinic tradition such that later Islamic historians questioned whether he ever "converted" to Islam. Yaakov was known as Ka'b Ibn Mati' Al-Himyari, also nicknamed Abu Ishaq, from the clan of Dhu Ru'ayn came to Medina during the time of 'Umar. He was a prominent Rabbi and became known as Ka'b Al-Ahbar. He declared his Islam and resided in Medina during 'Umar's reign. He stayed in Medina until the days of 'Uthman. 

He was a Jew, a native of Yemen. His complete name was Abu Isḥaḳ Ka'b b. Mati' b. Haisu (Hosea ?).   On account of his theological learning he was styled "Al-Ḥibr" or "Al-Aḥbar," which is an adaptation of the Hebrew "ḥaber."  He brought much of the Isrāʾīliyāt (things Jewish) into Islamic tradition.  He was said to have declared: "I would rather fornicate thrity-three times than consume a dirham of usury while Allâh knows that I knowingly consumed it as usury".   He accompanied the Caliph Umar ibn al-Khattab during his conquest of Al Quds (Jerusalem) in the year 638 AD and was the Caliph Umar ibn al-Khattab's counselor and advisor on the holy sites of Al Quds (Jerusalem).

But his fame is related to the Temple Mount:

...Ka'b was with Khalif 'Umar when he entered Jerusalem...In 642CE...'Umar he summoned Yaakov (Ka’b al-Ahbar) to find his thoughts on the matter...[of] "Where do you think better to build the musalla, oratory? " Ka’b replied: "Beside the rock". In another narration: "If you seek my advice, I prefer to pray behind the rock, i.e. the rock would be the qiblah."

'Umar said: "O Jewish person [son of a Jewish woman], you are mixing your Jewishness [with Islam]. I shall build it at the forefront of the mosque, as to us belong the forefronts of the mosques, and I saw you and the way you took off your shoes." He said: "I liked to conduct [be in contact with] it with my foot."

'Umar observed that Ka'b took off his shoes. This was not in accordance with Rabbinic custom [Zohar, Parshas Balak], rather Islamic – specifically Khawarji – custom...He also appeared that he was requesting that the qiblah be changed back to Jerusalem.

When 'Umar started to make repairs on the Bayt al-Maqdis, Temple Mount [!], from the trash which the Romans buried it in, 'Umar heard the takbir, God is Greater, announced from behind him. 'Umar was averse to evil do anything of showy false piety. He said: What is this? They replied: Ka’b said God is Greater and people repeated after him. 'Umar said: Bring him here. Ka’b said: O Amir al-Mu’minin, a prophet foretold of what you did today five hundred years ago. He asked: How is that? He replied: The Romans attacked Banu Israel and buried it (Bayt al-Maqdis), till you were appointed a ruler, when Allah delegated a prophet over the sweepings who said: O Jerusalem, I have good tidings for you, al-Faruq, has come to cleanse you of that which inside you...

This Haddith seems to show Yaakov's true intentions. Perhaps with the liberation of Jerusalem by the Muslims, Yaakov began to be interested for the first time in mixing Judaism and Islam to push Muslims to achieve "Jewish goals", as it says "take vengeance .. upon the Romans". This is exactly what happened in 614 CE during the Persian conquest of Jerusalem. The Jews & Persians took vengeance on the Romans and it is said that several tens of thousands of Christians died. This turned the war against the Persians and brought about the fall of the Persian empire. So it obviously would have been unwise for 'Umar to take up this cause. ...Islamic histories mention that around this time Abu Dharr, a strict ascetic, became incensed upon hearing Ka'b giving verdicts in Islamic law. Yaakov had justified 'Uthman's withholding State funds from being distributed to the poor. Abu Dharr struck and perhaps killed Yaakov with his rod, saying "Son of a Jewish lady, are you trying to teach us our religion?" (His age at death is recorded as "exceeding 100 years of age").


So, there is a Temple Mount according to Islamic history.  And Jews prayed therein (or adjacent).  And Muslims did ban Jews from doing so.  And Muslims never forgave his Jewish origin.

Was he pushed?    Ferdinand Mount states that William Ormsby-Gore, the colonial secretary in Neville Chamberlain’s government, ‘resigned’ in May 1938 because he disagreed with the cabinet’s policy on Palestine (LRB, 22 October). Maurice Cowling, in his definitive book on British politics in the 1930s, The Impact of Hitler, said that Chamberlain pushed Ormsby-Gore out of the cabinet because of his close family ties with such opponents of Appeasement as Lord Salisbury (Ormsby-Gore’s father-in-law) and Lord Cranborne (his brother-in-law). Disagreements over Palestine hardly entered into the matter.      Charles Coutinho  New York

In the summer of 1937, the commission itself urged the British administration in Palestine to take a tougher line: 

the administration should have imposed martial law immediately; it should have replaced Arab policemen, imported more troops, and armed Jews; it should have exercised stricter censorship and shut down opposition newspapers; it should have arrested and tried the Arab officials who sent a petition critical of government policy; it should have imposed the death penalty more readily; it should have threatened to bomb villages that harboured rebels. 

Bomber Harris, now at Middle East Command in Egypt, said of the Arab revolt that ‘one 250 lb or 500 lb bomb in each village that speaks out of turn’ would solve the problem. Not everyone thought that way. Billy Ormsby-Gore, Britain’s colonial secretary, insisted that ‘for better or worse, the people of Great Britain were a liberal and democratic people,’ and would not ‘for long be persuaded to use military force to settle a conflict between right and right’. 

And

the British government despaired of the mandate and seized on the recommendation of the Peel Report that Palestine should be partitioned, only to back down under Arab pressure. The humiliated Ormsby-Gore had had enough and resigned, having failed to square the circle he had helped to draw twenty years earlier. In May 1939, the British government changed its policy again and issued a White Paper setting out plans for the independence of an undivided Palestine, only to back down once more, this time giving way to the Zionists.  Throughout this tortuous and fruitless process, the commission offered plenty of criticism but nothing in the way of a solution, no doubt because there wasn’t one.

And

The Category A mandates – applying to the former Ottoman possessions of Syria, Lebanon, Iraq and Palestine – did provisionally recognise their existence as independent nations and looked forward to ‘such time as they are able to stand alone’. But the commission remained sceptical that this moment would be reached ‘anytime soon’,


If an independent nation existed in Palestine it wasn't Arab:

Whereas the Principal Allied Powers have agreed, for the purpose of giving effect to the provisions of Article 22 of the Covenant of the League of Nations, to entrust to a Mandatory selected by the said Powers the administration of the territory of Palestine, which formerly belonged to the Turkish Empire, within such boundaries as may be fixed by them; and

Whereas the Principal Allied Powers have also agreed that the Mandatory should be responsible for putting into effect the declaration originally made on November 2nd, 1917, by the Government of His Britannic Majesty, and adopted by the said Powers, in favor of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing should be done which might prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country; and

Whereas recognition has thereby been given to the historical connection of the Jewish people with Palestine and to the grounds for reconstituting their national home in that country;

...The Mandatory shall be responsible for placing the country under such political, administrative and economic conditions as will secure the establishment of the Jewish national home...

...An appropriate Jewish agency shall be recognised as a public body for the purpose of advising and co-operating with the Administration of Palestine in such economic, social and other matters as may affect the establishment of the Jewish national home and the interests of the Jewish population in Palestine...The Zionist organization, so long as its organization and constitution are in the opinion of the Mandatory appropriate, shall be recognised as such agency...

...The Administration of Palestine, while ensuring that the rights and position of other sections of the population are not prejudiced, shall facilitate Jewish immigration under suitable conditions and shall encourage, in co-operation with the Jewish agency referred to in Article 4, close settlement by Jews on the land, including State lands and waste lands not required for public purposes.
