Well, here's my query - who is the gentleman in this picture from the Matson Collection?

The year seems to be 1920, during the first organized political violence by Arabs in opposition to the British Balfour Declaration and San Remo Conference decision concerning a reconstituted Jewish national home.
Are they in a village or Jerusalem?
Is he British or a Jewish Zionist?
Who knows?
