Who Is This Guy?

My friend, Lenny Ben-David, has been posting Mandate-period (and earlier, during the Ottoman Empire occupation of Eretz-Yisrael) pictures.  Some, he has succeeded in identifying unknown persons or even correcting misidentified persons or locations.  I've attempted to assist occasionally.

Well, here's my query - who is the gentleman in this picture from the Matson Collection?

The year seems to be 1920, during the first organized political violence by Arabs in opposition to the British Balfour Declaration and San Remo Conference decision concerning a reconstituted Jewish national home.

Are they in a village or Jerusalem?

Is he British or a Jewish Zionist?

Who knows?

Well, I found him in another picture, next to Jaffa Gate, marked by the blue arrow:
