Here's the bus ticket from the junction of Psagot-Highway 60 to Jerusalem on the 143 from Tel Tziyon:

That location is outside of Jerusalem.
A bus ticket in Jerusalem for the municipal routes cost 6.90 NIS.
A difference in fare of 2.60 NIS.
The fare for a bus trip from Shiloh to Jerusalem, about double the distance than the length of that 143 line is 12 NIS.
How to explain?
Simple.
Tel Tziyon is a major Hareidi town. They have the political clout - and use it.
