As the following poster explains, the Chomesh group which intends to rereside at the site and has been leading the efforts to return are independent of the New Yesha Council campaign.



As they write, "we are dedicated to our ways and our belief that our right to the Land is not dependent on any permission or authorization of this or that party...our right to the Land is not conditional on permissions nor does it dissolve with the expulsion edict. We are preparing for the next ascent with our families to take place G-d willing on Wednesday, 3 Menachem Av..."

In case you don't know, that is not the date of the NMY ascent.
