Attached notes already mentions that it happens in the Kurdish society in Kurdish communities in the southeast and among the Kurdish people who immigrated to western Turkey. This is a Kurdish tradition along with others called berdel(forcing a widowed wife or husband to marry their sister or brother in law) and besik kertmesi which is arranged marriage from the baby ages.
Similar things happen in Umm el Fahm or Wadi Ara area or Yafo, these areas are in the heart of Israel but they are not Jewish. So please make the difference between Turkish and Kurdish as you would make the difference between Jewish and a Muslim Arab.
