Are Secretaries That Bad in the PA?

If there are any Pals. or their supporters who read my blog, could they answer a question based on the following info that appeared in the foreign media?

In Ramallah on Thursday, a dozen gunmen stormed the main building of the legislature, fired weapons and demanded to speak to the newly elected Hamas speaker about the dismissal of some employees two weeks ago.

Are PA secretaries really that bad that they can't set up appointments or is shooting off guns the normal behavioral pattern in Ramallah, Gaza and Jenin?
