Low-Intensity Conflict Report #68, February 10, 2013
These reports are translated and publicized byYehudit Tayar for Hatzalah Yehudah and Shomron with the clearance and confirmation of the IDF. Hatzalah Yehudah and Shomron is a voluntary emergency medical organization with over 500 volunteer doctors, paramedics, medics who are on call 24/7 and work along with the IDF, 669 IAF Airborn Rescue, the security officers and personal throughout Yesha and the Jordan Valley, and with MDA.
We, the volunteers of Hatzalah Yehudah and Shomron go out to rescue anyone who needs our emergency medical assistance; including civilians, military and Arabs also those within the PA territories. (with IDF presence) To us a life is precious and we go out at risk leaving home and family or stopping on the road to rescue anyone in need.
The week of February 8, 2013 this is a report of the situation on the ground during that week.
Shomron Region: As a result of Arabs attacking with rocks 3 Israeli civilians were injured. 1 near Yitzhar, 1 Israeli woman injured from glass shrapnel near Ma'aleh Shomron, 1 pregnant woman injured near Azun.
6 IDF soldiers injured:
1 Border policeman injured from rocks near Bourin was evacuated with possible broken thigh, 1 IDF soldier injured also in the same incident and was given medical attention on the location.
1 IDF soldier injured in his leg from rock attacks near El Arub on the Gush Etzion-Hevron Highway.
1 IDF soldier injured from rocks at Bourdus north-east of Ramallah.
2 IDF soldiers injured from rocks at Harmelah and 1 IDF female soldier injured from rocks thrown by "Israeli Arabs" on a bus near Kfar Chabad.
Israeli cab driver injured in his arm by stabbing attack during robbery of his car near Ariel.
VERY SERIOUS INCIDENT: Near Ma'aleh Shomron Arabs robbed a vehicle of a 5 month pregnant woman. This incident could have resulted in an abduction of the woman in order to release terrorists from Israeli prisons.
Jerusalem: Stabbing incident; Arab from Hevron stabbed young Israeli who was holding a prayer book next to his body, by miracle the book was stabbed and not the young Jew. The terrorist was arrested and the weapon was found on him.
Hevron: Female Arab terrorist with knives on her person was arrested near the Cave of the Patriarchs on her way to perpetrate a terror incident against Israelis.
Near the village of Bet Fa'jar shots were heard. Recently there have been several incidents of shootings in the region and the Security Forces have made several arrests of a number of terrorists.
Bakaot checkpost: 3 explosive devices and 3 fake explosive devices were caught at the checkpost.
Near Kever Rachel a Pipe Bomb was detonated by the Bomb Squad.
A NUMBER OF MOLOTOV COCKTAIL ATTACKS WERE REPORTED;

The Moslem world stretches from Casablanca to Singapore, through to China. This Moslem world is in the process of a political re-awakening and a cultural renaissance. We see it in the Pakistan movement in India and in the intellectual movements in Damascus and Cairo Universities. It is very important that England and France should try to make their policies go in a parallel way and that the present inter Departmental divergencies that one sees in the Middle East should be unified and that there should be a unified English service dealing with the Arab-speaking world. From the Moslem point of view Palestine contains the third holy city—Jerusalem ranks only after Medina and Mecca—and it is the keystone of the arch between the Moslem world in Asia and in Africa. We must remember that fact. Much depends on the wisdom we may show in, these matters.
Unfortunately, some of this is still in the hearts and minds of too many politicians and diplomats, as well as media people.

On "Palestinian" Nationality in The Spectator

oh my. you mean another anti-Zionist has a chance to smack Israel around? in any case, I'll pick just one point.
You write: "For the Palestinians who live here, it’s been a cruel century. Much of it has been spent under military rule. After the Ottomans came the British (1920), the Egyptians (1949), the Israelis (1967), and then, eventually, Hamas (2006)."
There is no "Palestinian" nationality. When it did exist, it was under the British Mandate and, moreover, it applied to Jews, Arabs and anyone else who merited it according to the Citizenship decree. And that Mandate had nothing to do with Arabs per se but Jews. The League of Nations decision, with the force of international law, by the way, only referred to Jews for political rights and non-Jews for private/individual rights. Here in the preamble: "the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing should be done which might prejudice the civil and religious rights of existing non-Jewish communities in Palestine...".
And that 'establishment' was anchored further as stemming from : "the historical connection of the Jewish people with Palestine and to the grounds for reconstituting their national home in that country;"
If there is any irritation to be, it is due to the author's ignorance, prejudice and irrational world-view, which the reviewer was unable to catch.

The Israeli Occupation Authorities (IOA) demolished 465 Palestinian buildings and established 482 outposts in the West Bank and the occupied city of Jerusalem during the last year, a Palestinian official statistical report documented. The PA Ministry for Settlement and Wall Affairs stated in its report issued on Sunday that the occupation authorities have set up over the past year 185 settlements and 175 outpost,[sic] in addition to other 29 settlement sites.
I'm not sure about the math there (185 + 175 = 360 + 29 = 389; so how do they arrive at 482?) but I really don't think Israel has accomplished all that.

During his confirmation hearing on Thursday, Hagel could not explain -- despite repeated attempts -- the administration's policy of preventing Iran from obtaining nuclear weapons. Instead, Hagel first said he supported the president's policy of "containment," i.e. containing Iran after it acquires nuclear weapons. Then, attempting to correct himself, he said the administration "takes no position" on containment. Finally, Senator Levin was forced to explain to Hagel that "we do not favor containment."
ECI's executive director, Noah Pollak, said: "Is it too much to ask that the nominee for Secretary of Defense understands the policy of the Obama administration on the single most important national security challenge facing the United States?"

Secretaries Gates and Rice argued strenuously for the diplomatic option. Gates also argued for preventing Israel from bombing the reactor and urged putting the whole relationship between the United States and Israel on the line. His language recalled the “agonizing reappraisal” of relations Eisenhower’s secretary of state, John Foster Dulles, had threatened for Europe in 1953 if the Europeans failed to take certain defense measures: They simply had to do what we demanded or there would be hell to pay.
I thought I understood why Gates did not want the United States to bomb Syria: America was a steward of wars in two Islamic countries already, so striking a third one seemed terribly unattractive to him. Why he was almost equally insistent that we prevent Israel from bombing it was never comprehensible to me, nor was Rice’s similar position. It seemed clear to me that if we could not prevent Syria from undertaking a nuclear-weapons program, our entire position in the Middle East would be weakened, just as it was being weakened by our inability to stop the Iranian program. If there were too many risks and potential complications from striking Syria ourselves, we should not only allow but encourage Israel to do it; a Syrian nuclear program in addition to Iran’s should be flatly unacceptable to the United States.
I tried to think my way through Rice’s reasoning, but came up with only one theory. She had simultaneously been expressing opposition to a new program of increased military aid to Israel. This indicated to me that she had an underlying strategy: She did not want Israel feeling stronger. Rather, she wanted Israel, and especially Prime Minister Olmert, to feel more dependent on the United States. That way she would be able to push forward with plans for an international conference on Israeli-Palestinian issues and for final-status talks leading to the creation of a Palestinian state before the end of the second Bush term.
I hoped this was not her intention, because it seemed to me that such designs were sure to fail. An Israel that was facing Hamas in Gaza and now two hostile nuclear programs, in Iran and just across the border in Syria, would never take the risks she was asking it to take. I thought we had learned that lesson with Ariel Sharon as Bill Clinton had learned it with Yitzhak Rabin: Wrap your arms around Israel if you want it to take more risks, so it feels more secure, not less.

The increase in violent attacks on the roads continue while at the same time Security Forces have captured several terror cells, some were caught in the center of Israel, and some of them had Israeli ID's. They were captured while planning abductions of IDF soldiers and/or civilians while patrolling various areas within Israeli seeking their victims.
The Security Forces are continuing the operations to capture additional terror cells who are working with various terror organizations in Hevron, Ramallah, and other areas and are being guided by terrorists who are incarcerated inside of Israeli prisons for terror activities.
We are on alert for emergency security and rescue because of the serious situation. We would like to express our appreciation for the dedication of our volunteers and the Security Forces who are working tirelessly in order to prevent terror and save lives. We are grateful to be able to work with them.
I shall keep you posted as soon as I am permitted to release further information.

Gush Etzion-Hevron Highway: as a result of massive rock and 3 Molotov cocktails thrown on IDF patrol near El Arub, an IDF officer in the force returned fire and a Arab woman who was in the crowd attacking the patrol was killed. Violent demonstrations by the attacking Arabs followed the incident.

They were captured while planning abductions of IDF soldiers and/or civilians while patrolling various areas within Israeli seeking their victims.
The Security Forces are continuing the operations to capture additional terror cells who are working with various terror organizations in Hevron, Ramallah, and other areas and are being guided by terrorists who are incarcerated inside of Israeli prisons for terror activities.
We are on alert for emergency security and rescue because of the serious situation. We would like to express our appreciation for the dedication of our volunteers and the Security Forces who are working tirelessly in order to prevent terror and save lives. We are grateful to be able to work with them.

A total of 83 attacks were recorded in January 2013 showing a decline in the number of attacks, as opposed to 112 attacks in December 2012. January saw no attacks from Gaza as opposed to one attack in December. There has been also a decline in the number of attacks in Judea and Samaria: 56 attacks as
opposed to 81 in December. Jerusalem also saw a slight decrease: 27 attacks as opposed to 30 in December.
Three Israelis were injured: an Israeli citizen was moderately injured in a stabbing attack in Samaria (January 29), and two security officers were injured in Judea by a firebomb near Al Aroub (January 3) and stones throwing in the nearby area of the Tomb of Rachel (January 13).

The fact is, the Sunday Times exercised its right to offend this past Sunday, on Holocaust Memorial Day, thus making its blood libel doubly, trebly, quadruply more offensive. And indeed, the appropriate levels of offence were taken.
But you didn't see rioting in the streets, or the calls for the beheading of the perpetrators of the cartoon. You may have heard moans of the decline of Western civilisation, but you never heard encouragement towards it. In fact, the response to the Sunday Times cartoon was quite the opposite of what we've seen in recent years when religions take offence.
There were articles, quotes, comments, letters, political interventions and more. But never did the outcry overspill, and only ever was there a call towards more civility, not less.
