To come to that understanding, they need to be hit hard and given no mixed messages. Bin Laden declared in 1998: “The ruling to kill the Americans and their allies — civilians and military — is an individual duty for every Muslim who can do it in any country in which it is possible to do it.”
That should have been warning enough. Jihadism is not a set of negotiable demands but a declaration of war, and should be treated as such.
