The London Times' Declaration of War on Terror

From the Sunday Times of London editorial relating to the recent events of terror:


...Moreover, some groups that use violence might be won to the political process. This happened in Northern Ireland, when the IRA split between the Officials and the Provisionals. The key to hastening this process is not, however, accommodation by free societies in the hope of encouraging compromise. It is to force that choice on terrorist groups by ensuring that they know that violence cannot prevail.
To come to that understanding, they need to be hit hard and given no mixed messages. And Western policymakers need, conversely, to understand that when apocalyptic groups threaten destruction, it is not code for something else. Bin Laden declared in 1998: “The ruling to kill the Americans and their allies — civilians and military — is an individual duty for every Muslim who can do it in any country in which it is possible to do it.”
That should have been warning enough. Jihadism is not a set of negotiable demands but a declaration of war, and should be treated as such.
