Between 1949 and 1967, Jerusalem was a divided city. For only 19 years. Ever since the mid-19th century when people began building neighborhoods outside the city walls, for the first time, the city was divided.
All of a sudden, there was an "Arab East Jerusalem", ruled by Jordan, an illegal occupier, which didn't really bother anyone.
Here's a picture taken from the Jordanian side, just after the war, from inside the Old City:
The view is from a point on the wall today between Kikar Tzahal (to the right outside the frame) and the Jaffa Gate (at the photo's far left). David's Tower is in the middle-left. Below, to the center-right, is no man's land.
And here you can see some of the damage and destruction caused by Arab attacks on the Mamilla neighborhood by Arabs:-
Israel wasn't "occupying" Arab land then except what the Arabs lost when they ignored the UN Paritition recommendation and went to war to annihilate the Jews - and lost.
But civilian targets were quite high on the Arab list.
