Construction: Beginnings and Ends

According to the report published by Israel Central Bureau of Statistics, by the end of 2016, 5% of the building starts in Israel were in the areas of Judea and Samaria:-

The actual number was 2,620 out of 52,400.

The percentage of construction completions is 3.9%:

The Yesha Council, in its weekly bulletin issue 519, noted that the previous numbers of starts were:

2015 - 1.624
2014 - 1,516
2013 - 2,874

In 2008, during Ehud Olmert's administration, 2,400 starts were registered and in 2000 when Ehud Barak was Prime Minister, 5,000 construction starts were recorded.

Year after year, the Judea and Samaria region records the lowest percentage of construction starts despite its large population growth and its potential of huge increase in housing needs.

That's what we call a "freeze".

Nevertheless, the actual parameters of the freeze described here in fact authorize vast amounts of construction which is a total reversal of Obama.
