Yechiel Leiter, former director of the Hebron Community Fund, of the Israel Communities Development and of One Israel and head of Benjamin Netanyahu's Bureau, and now, at the Jerusalem Center for Public Affairs, has made no secret that he wishes to become a Member of Knesset (see here and a video clip here).

I just can't figure out if the top of his head is cropped due to his balding or the fact that he wears a kippah.
