The Out-of-the-Ordinary Aspect

If you review this UN agency report for the day the two fatalities occured last week, you'll see that there were many injuries but all by rubber-coated projectiles.

Should not the out-of-the-ordinary be suspect?  If IDF troops or Border Policemen were out to kill Arabs, why just two?
