JERUSALEM, Mar. 13, 1944 (JTA) – British censorship in Palestine has held up publication in the local press of last week's statement by President Roosevelt to Zionist leaders, authorizing them to quote him as declaring that the United States Government has never given its approval to the White Paper and that "full justice will be done to those who seek a Jewish National Home."
That 1939 White Paper:
a) totally altered the League of Nations decision to reconstitute a Jewish National Home in Palestine and replaced the purpose of the Mandate as simply establishing a state in Palestine, thus permitting Arab demography to achieve the elimination of Jewish national hopes and rights;
b) limited Jewish immigration for the next five years to 75,000 certificates;
c) allowed restrictions on land purchases by Jews, even if Arabs wanted to sell their property.
