Is Israel Responsible For Pal. "Refugees" ...in Chile?

In Chile?

Yes, here:

There are more than 300,000 Chileans of Palestinian descent living in Chile. It is considered the largest Palestinian population outside of the Arab world.

Palestinians started arriving in Chile as early as the 1850s from primarily Christian cities and towns such as Bethlehem, Beit Jala and Beit Sahour. They were referred to as “Turkos” (Turks) due to the misconception that those under Ottoman rule were of Turkish ethnicity.

The most significant migrations to follow happened after WWI and after the creation of Israel in 1948. Most recently, in April 2008, the Chilean government received 117 Palestinian refugees who fled the violence in Iraq and have settled in different parts of Chile including the Nuñoa and Recoleta boroughs of Santiago, and the cities of La Calera and San Felipe in Region V.

It is within this context of Palestinian history in Chile that the Belén 2000 Foundation was created

So, refugees from the area were probably Christians who fled Islamic despotism as they do today and the simple economic conditions of the country, just at the time Jews began pouring in. Second, there are "Pal. refugees" from Iraq.

And an emigration seems to have been always a demographic factor.

Regarding: "They were referred to as 'Turkos' (Turks) due to the misconception that those under Ottoman rule were of Turkish ethnicity."

One review by George Henry Taylor in 1851 described the Turks as the dominant race in Palestine, so that might not have been a misconception.
