Whatever Its Motives?

I caught this assertion:

the Russian Foreign Ministry said the strike “blatantly violates the United Nations Charter and is unacceptable and unjustified, whatever its motives.”

"Whatever its motives"?

"Whatever"?

What about self-defense?  Like in the UN's Article 51:

Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations,
