Burkha Fashion - Yes or No?

RHF over at Jewess, in dealing with the topic I refer to as the Burkha Babes, posted a picture from the last century, or two ago, showing Orthodox women at the Western Wall basically covered up in shawls.

Okay, so here are some more:-

Shawls, yes. Headcovering, yes. Burkha-style covering up everything including face, no. It's the normal fashion for Old City Jerusalem over 110 years ago or so. In fact, you'll see this in Meah Shearim today. But it is not burkha-style nor the type of behavior Rabbanit Keren practices.

Are we now poskening according to photographs?
If so, I would also like to point out that there is no medhitza in the photographs.

The women dressed like that at the time because they were too poor to afford proper coats. In those days,it was easier to knit a blanket, or to cut a piece of cloth and use it to wrap oneself in. Poor women, Jewish and Non-Jewish alike dressed the same way in Europe. It had nothing to do with modesty, just economics.
