If you go here, you'll see the Hebrew report on Ynet from January 2005 in which General Benny Ganz, today in charge of all Land Forces in the IDF and then Northern Front Commander, making the charge that more dangerous than the hezbollah rockets is the refusal to serve movement among the right-wing and "settlers" (revenants).
This is not to support the service refusal position but to make the point that in the end, the refusal movement petered out and wasn't dangerous whereby the Hezbollah rockets were the real danger for which the iDF had no real response, in a combination of lack of preparedness, lack of leadership and lack of political backing.
I wonder what Ganz's role in this "lack" was?
