Er, there is no "Modern State of Palestine". There's Hamas in Gaza (where they destroyed an ancient Jewish synagogue, there's the Fatah Waqf linked with Jordan in Jerusalem destroying Jewish artifacts on the Temple Mount. Etc., etc.) Great entity for antiquities.
I didn't add that the skull, being quite empty of brains, is quite symbolic.
