August 1, 1948 in Jerusalem

Here is a news item found on page 2 of the Palestine Post, the August 2,1948 edition:

Scheib is, of course, Dr. Israel Eldad.

The line - "he who rules Jerusalem, rules the Land" - is later pronounced in the Knesset by Uri Tzvi Greenberg in a 1949 speech. 

Did Eldad pick it up from Uri Tzvi or the opposite?

And six weeks later, Count Bernadotte was assassinated in Jerusalem by a Lechi front group, following an order given by the Lechi Cnetral Committee.
