I found this in Winston Churchill's volume on the History of the Second World War, p. 971, (towards the bottom of the page:
He refers to the Arab countries and writes:
To Britain alone they owe their very existence as nations. We created them; British money and advisors set the pace of their advance. British arms protected them.
