Ban-Ki Moon - Is the UN Occupied?

as oppressed peoples have demonstrated throughout the ages, it is human nature to react to occupation

That was from the United Nations' Secretary-General's remarks to the Security Council on the Situation in the Middle East [as delivered], New York, 26 January 2016.

Are the "Palestinians" a "people"?

Are they "oppressed"?

Is there an "occupation"?

When there was Arab terror in 1920, 1921, 1929, 1936-1939 and when the local Arabs launched a war of aggression against a UN decision and then set up the fedayeen terror group in the mid-1950s and when they founded the PLO in 1964, was that in reaction to an "occupation"?

Or is Israel oppressed by the UN and is it illegally occupied by Arabs?

UPDATE

Prime Minister Benjamin Netanyahu, today (Tuesday, 26 January 2016), responded to UN Secretary General Ban Ki-moon's remarks:

"The UN Secretary General's remarks give a tailwind to terrorism. There is no justification for terrorism. The Palestinian murderers do not want to build a state – they want to destroy a state and they say this openly. They want to murder Jews simply because they are Jews and they say this openly. They do not murder for peace and they do not murder for human rights.
The UN lost its neutrality and moral force a long time ago and the Secretary General's remarks do not improve the situation."

Ban Ban

Er, I meant ban Ban Ki-Moon.  What is his top goal for the coming year?

From Pamela Geller:-

Not the North-Korean nuclear threat

Not the Iranian nuclear threat

Not the very dangerous situation in Pakistan

Not the huge new wave of refugees and illegal immigrants in Europe/Israel and the US

Not the insolvable situation in Afghanistan and Iraq

Not the referendum for Southern Sudan independence to stop the jihadi genocide

Not the banking crisis in the Western world and the financial collapse of some EU countries

but

Ban Ki-moon names settlement freeze a top UN goal for 2011

In end of year press conference in New York, UN chief says he will work to improve the quality of life in Gaza.

A bit batty that Ban.

Secretary-General Expresses Deep Concern over Israel’s Decision on Settlements

The following statement was issued today by the Spokesperson for UN Secretary-General Ban Ki-moon:

The Secretary-General has noted with deep concern the recent decision of the
Government of Israel to approve further construction in settlements
in the Occupied Palestinian Territory. Such actions and all settlement activity
are contrary to international law and the Road Map. The Secretary-General urges
Israel to respond positively to the important efforts under way to create the conditions for effective Israeli-Palestinian negotiations, and reiterates his call on Israel
to stop all settlement activity, including natural growth,
and dismantle all outposts erected since March 2001
in the Occupied Palestinian Territory.

"All settlement activity"?

Does that include Arab settlement activity?

But the good news, with all this stopping, maybe whatever was before March 2001 will stay?

UPDATE

"The Jewish people's right to settle in every part of their historic land is indisputable," Strategic Affairs Minister Moshe Ya'alon said Wednesday night. Ya'alon was speaking at an event marking the 25th anniversary of the Eli settlement in Samaria.
