Building the first 'Palestinian settlement' in modern history
The lead-in:
The biggest construction project in modern Palestinian history is under way in the hills of Rawabi, north of Ramallah on the West Bank. The developers say it will eventually house more than 40,000 people and will take more than five years to build.
And here it is in another BBC item:-
Some have called Rawabi the first "Palestinian settlement". Indeed when you look at the developer's slick promotional video with computer-generated images of the eventual city, it does actually look very much like a classic Jewish settlement, with neat rows of white houses spiralling round a hilltop.
Will that term's application last?
If you will recall, I had suggested that we begin referring to Arab localities in Israel within the pre-1967 border as "settlements" to balance out, as it were, the use of that pejorative term to Jewish communities in Judea and Samaria.
Now what?

Leaving off the fact that modern Palestinian is redundant, can anyone name the previously biggest Palestinian construction project? A mall?
What I want to know is who is responsible for letting so much PA money go unplundered that they actually have enough to build a city?
