Do you know to what this term is referring?

"a communitarian settler"

Well, here's the context, from a review of Tony Judt's book, "The Memory Chalet":-

...“Before even turning 20 I had become, been and ceased to be a Zionist, a Marxist and a communitarian settler: no mean achievement for a South London [Jewish] teenager.”

So, you, too, are "settlers", at least in the mind of the radical, progressive, humanitarian camp.
