Did the "Zionists" Yield on the Negev in 1947?

From a February 1947 State Department memorandum:

"...In present discussions, Negeb has been divided into two parts. Northern or cultivable part carries already a substantial Arab population, and British hope to develop it further in Arab interest (see 2 above). Jews have themselves stated that uninhabited southern part of Negeb is useless to them. Consequently, Negeb will be left in Arab area."

  1. US policy at the time was to alot the Negev to Egypt. This aligned with Egypt's goals at Lausanne in 1949 which the US State Department promoted. Though not often discussed, largely because we are looking at a low population, the Bedouin of the south did not align themselves with either the Husseini or the Abdullah faction, let alone any Arab group. The affiliation was local and tribal. From the essay "The Negev Bedouin: From Nomadism to Agriculture" in Ruth Kark's "The Land That Became Israel": The Bedouin refer to fellahin as "askar Ibrahim Pasha" Ibrahim Pasha's soldiers.
