It's part of the harassment campaign against WOW, which started fairly recently. I was a member of WOW for 18 years, and most of our prayer services took place without disturbance. People ignored us, and we preferred it that way. In my experience, the only trouble surrounding WOW's prayer services is the trouble that others choose to make -- and then blame WOW for having provoked.
