This would mean that it is impossible for Israel to declare Jeruslaem its capital. In which case, the whole sentence would mean that Abbas denies that it is impossible for Jerusalem to be Israel's capital or, in other words, he admits that it is possible for Jerusalem to be Israel's capital.<br /><br />"Israel cannot" can also be expanded to "Israel cannot declare that Jerusalem is the capital of Abbas' 'state'.". This would mean that it is impossible for Israel to declare Jeruslaem the capital of Abbas' 'state'.
